DPAC and DLC Respond to Administration’s “Great Healthcare Plan” and Call for Urgent PBM Reform

Today, the Diabetes Patient Advocacy Coalition (DPAC) and the Diabetes Leadership Council (DLC) responded to the “Great Healthcare Plan” released last week by President Trump.

DPAC and DLC share the administration’s focus on lowering prices and increasing transparency to make coverage and care more accessible for Americans, though we believe the announced plan lacks critical detail and in no way should serve as a replacement for extending the Affordable Care Act (ACA) enhanced subsidies.

In particular, we appreciate the plan’s focus on the urgent need to reform the practices of Pharmacy Benefit Managers (PBMs). DPAC and DLC have for years pushed for state and federal policies that hold PBMs accountable and pass savings to patients, and the administration's announcement is a testament to the bipartisan support that exists for PBM reform.

We hope Congress leverages this momentum to pass comprehensive PBM reform that:

  • Requires PBMs to pass rebate savings to patients at the pharmacy counter, providing immediate financial relief for the patient.
  • Delinks PBM revenue from list prices to eliminate incentives that favor higher priced medications and hurt patients’ pocketbooks.
  • Protects independent and rural pharmacies from closure, ensuring patient access and trusted community care remain stable in all geographic areas.
  • Streamlines and limits prior authorization to remove administrative barriers between patients and their prescribed medicines.

DPAC and DLC see a critical opportunity to fix part of a broken system, and remain committed to working with leaders on both sides of the aisle to ensure anyone with, or at risk for, diabetes and its complications can access the life-saving medications, treatments and technology they need.
